Procurement Commission Begins Evaluating Bidders for the Construction of Liepāja Prison

Registration for the construction of Liepāja Prison closed on 16.07.2021, and the procurement commission established by SIA “Tiesu namu aģentūra” will begin evaluating the three applications received and their compliance with the procurement regulations.

Proposals have been submitted by the following bidders – SIA “Citrus Solutions”; S.p.A Rizzani de Eccher; AS “UPB”.

To avoid possible additional costs during construction and to ensure quality execution of the works, the winner is required to assume full responsibility for the building design and the construction works, which is why the procurement for the construction of the new Liepāja Prison will use the design&build method, combining changes to the building design, author’s supervision and construction works within a single procurement.

After evaluating the applications received, the selected candidates will be given the opportunity to submit initial proposals. Following negotiations with the procurement commission, candidates will be able to refine their proposals in line with the requirements set by the client. This will ensure equal treatment of all participants in the competition. Once the final proposals have been received from all bidders, the procurement commission will evaluate them, and the winner of the competition will subsequently be announced.

The main requirement set by the procurement commission for construction bidders is technical and professional capacity, requiring the qualifications and experience of candidates and the specialists at their disposal in implementing large construction projects. In addition, the commercial entity (or each member of an association of commercial entities) must hold at least a third-category industrial security certificate.

The deadline for submitting candidate applications for the Liepāja Prison construction procurement was 16 July 2021 at 11:00. As previously reported, the procurement for the construction of Liepāja Prison was announced on 22 May 2021.
