PROCUREMENT ANNOUNCED FOR THE CONSTRUCTION OF THE NEW LIEPĀJA PRISON

On 22 May 2021, SIA “Tiesu namu aģentūra” announced a procurement for the implementation of the construction of the new Liepāja Prison. The deadline for submitting proposals is 28 June 2021, 11:00.

The design&build method will be used in the procurement for the construction works of the new Liepāja Prison, combining changes to the construction project, author’s supervision and construction works in a single procurement in order to avoid possible additional costs during construction and to ensure quality execution of the works, requiring the winner to take full responsibility for implementing the construction project and construction works.

The main requirements for procurement bidders are that the bidder must be a merchant holding at least a third-category industrial security certificate, or an association of merchants in which every member holds an industrial security certificate. For certain construction works, the merchant responsible for the works who holds an industrial security certificate may engage a subcontractor that does not hold such a certificate.

Selected candidates will be given the opportunity to submit initial proposals, which may be refined following negotiations with the procurement commission, thereby ensuring equal treatment of all bidders. The commission will subsequently make the necessary clarifications to the procurement documents and ask all bidders to submit their final proposals. Having evaluated these, the winning bidder will be announced.

The procurement notice has been published in the electronic procurement system and the Official Journal of the European Union, so that information about the procurement is also available to foreign companies.

Preparatory construction works are currently underway in the territory intended for construction of the prison complex. SIA “Vides un Ģeoloģijas Serviss”, selected in a procurement organized by Tiesu namu aģentūra, is carrying out additional geotechnical surveys in order to provide bidders in the “design, author’s supervision and construction works” procurement with comprehensive information on the geotechnical condition of the ground and to enable bidders to prepare a more precise financial proposal. The geotechnical survey works are planned to be completed by 2 June 2021.

In order to ensure the construction process of the new Liepāja Prison, Tiesu namu aģentūra has simultaneously announced an open competition for “Construction supervision of the new prison complex at Alsungas iela 29, Liepāja”. According to the procurement documentation, bidders must submit their proposals in the electronic procurement system by 15 June 2021, 10:00.
