Following a complaint submitted by the construction company AS “UPB” to the Procurement Monitoring Bureau (IUB) regarding the procurement for the design, construction and author’s supervision of Liepāja Prison, SIA “Tiesu namu aģentūra” (TNA) has decided to extend the deadline for submitting prison construction bids to 28 January 2022.
The company submitted its complaint on 11.01.2022. Having assessed the situation that arose, TNA’s Procurement Commission has decided to extend the deadline for submitting initial proposals for the construction procurement to 28.01.2022.
Preparatory work for starting the construction of Liepāja Prison has been carried out to date – the most economically advantageous proposal for providing construction supervision for Liepāja Prison has been selected, and the procurement procedure for the construction of the new prison has been chosen so as to secure the most competitive proposal possible. In addition, a geotechnical survey of the prison site has been carried out, and work is underway to prepare the prison site for the start of construction works.
The new Liepāja Prison will make it possible to begin implementing a new sentence-enforcement system, improving the resocialization process for inmates. The Ministry of Justice states that the total project costs, including design, construction, construction supervision, necessary equipment and taxes, will not exceed the EUR 146,898,298 previously set in the Cabinet of Ministers’ decision on the construction of Liepāja Prison.
