On 13.07.2021, the procurement commission set up by SIA “Tiesu namu aģentūra” for the construction supervision service for the new Liepāja Prison complex completed its evaluation of the bidders’ proposals received in the international procurement for construction supervision of Liepāja Prison, and adopted a decision on the winner of the competition for providing construction supervision of Liepāja Prison.
The procurement commission decided in favour of the merchant SIA “Firma L4”, as it submitted the most economically advantageous proposal, which also complied with all the requirements of the procurement regulations.
SIA “Tiesu namu aģentūra” plans to sign the contract with SIA “Firma L4” by 10 August 2021.
The main task of SIA “Firma L4” will be to provide professional and independent supervision of the construction process to ensure quality and safe construction of Liepāja Prison – to check the sequence of construction works and the compliance of construction technologies with the construction project and the works execution project, as well as compliance with occupational safety and fire safety regulations. SIA “Firma L4” will have to provide construction supervision throughout the construction of Liepāja Prison, as well as during the warranty period for the construction works.

The construction supervision procurement was announced on 26 March 2021, and the main requirements set for bidders by the procurement commission of SIA “Tiesu namu aģentūra” were a valid industrial security certificate of at least the third category, confirming the merchant’s right to bid for the contract. Bidders were also required to demonstrate technical and professional capacity, with the qualifications and experience of the bidder and the specialists at its disposal in supervising the construction of large facilities being required.
