Just 112 Days After Laying the Foundations, the Jēkabpils Justice House Celebrates Its Topping-Out Ceremony

On Thursday, 30 August, concreting works on the building’s load-bearing structures were completed at the construction site of the Jēkabpils Justice House, and the building’s frame reached its highest point – 11 metres. This was achieved in just 112 days since a time capsule containing a message to future generations was set into the building’s foundations.

The age-old tradition of marking the completion of a significant construction stage brought together at the Justice House construction site not only the client’s representative, Santa Sausiņa, Board Member of VAS “Tiesu namu aģentūra”, and Jānis Markulis, Chairman of the Board of the general contractor SIA “Arčers”, but also Minister of Justice Dzintars Rasnačs and Raivis Ragainis, Chairman of the Jēkabpils City Council, who congratulated the construction team on the result of their smooth and successful joint work.

During the ceremony, Santa Sausiņa, Board Member of VAS “Tiesu namu aģentūra”, emphasized that the quality and pace of the construction work matches the requirements of this unique site. “The Jēkabpils Justice House will be the first project of its kind in Latvia, where all justice-sector institutions will be housed in a single building. I can confidently say that the general contractor and its staff are meeting the bar that has been set in the best possible way. I am confident that we will mark the third milestone celebration – Jurģi – on schedule,” noted S. Sausiņa.

Completing concreting works of this scale to a high standard in a relatively short period of time is possible for several reasons, notes Jānis Markulis, Chairman of the Board of “Arčers”. “On this site, everything starts with the building design – quality engineering work means we don’t get held up by questions day to day, and construction proceeds smoothly. The second essential part is the project management team, which successfully plans and oversees the day-to-day process. At the Jēkabpils Justice House construction site, special thanks are due to the concreting contractor – the team of SIA “Abora”, which brings together highly qualified specialists. The client’s work also deserves recognition – clear task assignments make it possible to work productively,” said J. Markulis, offering words of appreciation to the parties involved in the project.

The final concreting works were carried out on the morning of the topping-out ceremony, and a total of approximately 3,000 cubic metres of concrete has been poured into the building’s structures. Roofing has also been completed on two sections of the roof, to protect the premises from water during the rainy autumn months and to allow interior finishing works to proceed. Part of the scaffolding has now been installed, and assembly of the glazed façade frame will begin next week. Completion of the building’s structural works has made it possible to begin interior works, and installation of internal utilities – electrical wiring, ventilation and sewerage – is now underway. Construction of all the building’s partition walls is planned to be completed in October. Landscaping works are planned to begin in the near future, so that only a small part of the planned scope remains for spring.

Raivis Ragainis, Chairman of the Jēkabpils City Council, praised the contractor’s cooperation with the city and its residents. “When we took part in the ceremonial laying of the time capsule at the construction site in May, I was concerned about residents’ peace and quiet, since there are also businesses and shops right nearby. However, residents have been satisfied with the process so far, so I can say that the work is proceeding with the appropriate quality and pace. Next summer, Jēkabpils will be able to take pride in one of the most substantial new buildings since Latvia regained its independence,” emphasized R. Ragainis.

It is known that the premises of the new Jēkabpils Justice House will house the Jēkabpils division of the Zemgale District Court and Land Register, the Enterprise Register, the State Land Service, the State Language Centre, the State Probation Service and the Civil Registry Office.

The building’s client is VAS “Tiesu namu aģentūra”; design, construction and author’s supervision are carried out by SIA “Arčers”, and the total project cost is approximately EUR 6.8 million. The building’s floor area will be approximately 5,500 square metres, on a plot of land measuring 13,300 square metres.
